Groundwater Sustainability Agency (GSA) – A local agency tasked with implementing the Sustainable Groundwater Management Act (SGMA); primarily through a coordinated Groundwater Sustainability Plan (GSP).
The San Joaquin River Exchange Contractors Water Authority (SJRECWA) is a Joint Powers Authority (JPA) established in 1993. SJRECWA is comprised of four member agencies: Central California Irrigation District (CCID), San Luis Canal Company (SLCC), Firebaugh Canal Water District (FCWD), and Columbia Canal Company (CCC). Senate Bill 372 created the SJREC Groundwater Sustainability Agency (SJREC GSA) by statute. The SJREC GSA is one of 21 GSAs across the Delta-Mendota Subbasin that jointly prepared a new, unified Groundwater Sustainability Plan following a 2023 inadequacy determination. That plan, the 2024 GSP, was adopted by all 21 GSAs and submitted to the State Board. In April 2026, the State Board determined a probationary designation was unnecessary and returned oversight to the Department of Water Resources.
